The biggest change I noticed immediately was that Turbine has classified legacies into "good" and "bad" categories, and the first legacies an item received upon identification always come from the "good" category. The next thing I thought about was, what if you disagree with Turbine? I don't think that will be too much of a risk, but it would be interesting if you had a radically different idea.

The other neat thing is reforges at 10, 20, 30, now each give you a new legacy, usually from the "bad" category; they state there is a rare chance you get a "good" legacy. Again, could be good or bad depending on what your opinion is of Turbine's sorting.

A big bombshell they drop near the end of the article is that all Legendary Items can level to 60 now. The interesting part is that the Age of the LI determine how much experience it takes to go from 30 to 60.

An even bigger bombshell is the new scrolls for LI's. The biggest scroll is a 1 tier upgrade to any legacy of your choice on the item, with no limit to the number of times you can do this (hence your LI will eventually have all T6 legacies!). There is another scroll that raises the level limit of an LI to 70, allowing one more upgrade reforge at 70 (the other neat thing is you are considered to be "max" level from levels 60-70 at all times). Lastly, there are scrolls to reset your point allocations, allowing you to respend your items points.

The other big news is that crafted relics are entering the game, all crafter skills can make relics. This implies you can trade them (much like the relic boxes now) but they also said SM crafters can make relics that only they can use, which have additional bonuses.

Lastly, there is a new tier of relic, 9, which presumably has bigger bonuses.
